Default Multiple Viewports with Different Scales: Glitch??

I am at my wits end trying to figure out this problem. Here is my problem.

Sheet is setup 1:1 and I have referenced in a CID aerial photo in Model Space. For my 2 viewports that I have inserted in my sheet, I want one as 1:50 and one as 1:200. When I set their viewport scales everything appears just fine. However, when I print or go to print preview they both print at 1:200, so one of my viewports looks completely screwy.

Please help me out with this before I rip my hair out.

Are you saying that when you first change your viewport to 1:200, your C3D labels look fine, but then when you go to print, the labels all change size?

If so, that's probably because C3D labels scale according to viewport scale. However, they won't necessarily update when you change the scale, until you regen your drawing. So after you change your scale, do a REGENALL and see what happens.

I suspect you are running into the issue described here:
