Light fixtures on floor ceiling above.

I am trying to place light fixtures on a floor ceiling structure. Do I have to create a new ceiling in order to place light fixtures. The floor ceiling or roof structure above is my ceiling but will not take my light fixtures.
Does anyone have any ideas?

I get the idea. I ended up making a ceiling. It seemed like I have more options for light fixtures that way.
