Default Annotative text shifting position in paper space viewport

I was having problems with a new view-port I created related to annotative text.

Annotative text was not showing up. I made a new piece of text at the current scale through paper space near the object I was labeling.

I switched back to regular model space to work.

I copied it and edited it a few times. I switched back to my model tab.

The text is not located where it should be. It shifted half way across the sheet. I'm thinking the first set I did not see is way off the view-port someplace, there, just not visible.

    - Initially I assumed I was just creating a new scale wrong or applying it wrong. Creating new text showed that part of what I was doing was OK.

    - Secondarily I assumed the first set of text elements had some kind of bug. I saw the second set of text show up shifted, another bad assumption.

    - now it seems like it is just an Annotative positioning issue.

Any ideas on how to fix this please?

    Thanks-in-advance.

    I think I found it.

Ribbon; Annotative; Annotation Scaling; Sync Scale Positions.
