Not really, the "wall footing" tool places for the entire length of the wall. The only way is to place an "isolated" footing, that will do the job in its place but is a bit more messing around to place (but not alot more).
As I keep saying, edit profile messes badly with the wall footing tool. It can create steps in your footing where there shouldn't be leaving you with a footing in mid air.
Another way you could do this, is model smaller portions of wall that are the varied heights that you need. This would allow you to place a footing for the length of that portion (as it treats it as a seperate wall)
I am pretty sure that if you split the wall where the step occurs, disallow the joint between the two wall ends, and align and lock the end of each wall to a reference plane.
You should then be able to select each wall individually, and place a different footing size under each wall.
