User-created phase filter won't control linked file

I have a large existing building with phases established. The building is linked into the site with surrounding buildings and entourage.

When in the site file--where the building is linked in--I can control demo views (et al)correctly. However, I made a new phase filter intended for rendering that does not display the demo work, but shows the existing "By Category". However...the computer is not respecting the settings, and demo'd work is showing up.

Any ideas?

Cliff,
That does it--thanks! I went ahead and made a custom phase filter in the building model, and used the linked file VG control override making it display with a "By Linked" filter.
