I think the note will still print but making a generic annotation family with a Text instance parameter might be an easier way to globally turn off notes when you want to print.
I received a model from a firm once that made a generic annotation family that almost looked like a red stamp that had a text box and a parameter for who put the note there and the date. I always intended to make something similar but haven't gotten around to it. Sometimes you have issues in the model that you need to highlight so I think that's a smart idea.
Also, unreferenced tags don't print so if there's someway you could make a unique callout head with a text parameter that might work. I don't know about that one though...I'd have to play around with it to see if it's a good idea or if it's even possible.
You could always form each letter out of reference planes!

like Cliff's model text, not a good solution but kind of workaround.
1) nest GA (w/ label for notes) into GM
2) create non_printing workset and assign that GM instance to non_printing workset
3) turn off non_printing workset when printing
you can also assign other non printing elements to that workset.
Work around alert!
Export view to DWF
Open in Design Review
Add notes, text, clouds, other markups in Design Review.
Save DWF in DR
In Revit, link DWF markup set into view
Now the markups can print if you want them to, but you can manage the linked DWF and turn them off for printing.
