Code can't resolve unreferenced, unresolved or unloaded xrefs

Quick synopsis -

I'm new to coding in VB.net. I have taken class but still very junior.

The code -

I created a code that will call up layerstates thru a combo box and change xrefs along with native geometry based on the layerstate choosen from our server.

The issue-

The code works fine but crashes AutoCAD Architecture if there is an unresolved, unloaded, or unreferenced xref. I've been reading and taking tutorials for weeks to try and resolved this and no luck. I know it's something simple or I have "painted myself into a corner" with the code.

Any suggestions or help would be greatly appreciated.
