The leading and trailing edges of the tread are defined by the riser lines in the stair sketch. The outer edges (the stringer line) is defined by the boundary lines.
In some case the basic tools can't do the job so you may have to respor tot some workarounds. What shape are you trying to create?
any shape really, im just trying to find out what boundaries revit has when creating your own stairs. could you make a shape like the one in the attachment ?

Not with the general stair sketch...that wants two boundaries....
But you can create a generic family and enter it in a baluster family and create stairs that way...
