    Default pan in 3d view

Hi, when I'm in a 3d view, i can zoom by scrolling the mouse wheel and orbit by holding down shift and the mouse
wheel at the same time, but when I just hold down the mouse wheel, it pans this kind of viewport I'm in instead of
the drawing in the viewport, how can I just pan the drawing?

    Thx!

The middle button should pan. Is the viewport active? is the middle button a 'rocker' wheel?
