I have Revit MEP 2011. Can I save my file back to 2010 version so that someone who has Revit MEP 2010 can open it?

Nope...they have to update to 2011....or you need to work in 2010...
That's the issue when working with Revit...you have to agree on what version everyone will use from the beginning of the project. If someone has the lower version then that is the version you have to use.

Nope. There is NO backwards compatibility.
(for the record, I'm glad they haven't implemented that - we've encountered far too many issues with AutoCAD saving backwards)

and this has now been added to the Tips and Tricks section of the Revit Wiki Help. So in the future, Revit users should be able to find this information by using the Help menu! (I know because I added it!)

I believe this may become a feature in about 20 years or so. The product is still very young, relatively speaking, and the changes made from one version to the next are so vast that making it backwards compatible would be too cumbersome a task to be beneficial at this point.
