Legends and Sizing among scales (annotative)

I have created a keynote legend for our floor plans. I have had to recreate some icons as we cannot drag families into the legend. My issue is that when I change the scale of the drawing the legend is in, all the annotation updates to reflect the scale, but my hand drawn icons do not. Is there a way to get the hand drawn icons to flex between scales, or do I need to duplicate the legend for each scale we intend to use (2 or 3)?

The hand drawn symbols would need to be created as annotation families.
