Leader Issue

In AutoCAD MEP 2010 I have a user who is telling me that every time he puts in a leader now, it wants the Basepoint of text, then the text, then it will let him draw the rest of the leader. How can we get it back to being Leader First, then Text?

Clarification: When he places it, it starts with the part of the line labled "1" then he picks the leader end "2" and then puts the text in.. When it should be the Leader End, then the end of the line and then the text..
