Does anyone know the how to apply a page setup to all existing layouts at once without having to go through the time to set each layout' page setup? This is especially time consuming when there are several layout sheets. Thanks in advance.

have you tried click on the first layout tab, hold down shift, click on the last one, then right click, select page setup and select the page setup you want? Dont know if it will work, just a suggestion.
This article is a few years old, but it should still work.

I hope I'm understanding you correctly, but when I need multiple layouts to match another I have I just set up the one I want, then make a copy (right click onlayout, check the "make a copy" box, and select move to end) and change the information that needs to be changed accordingly as well as the layout name.
Then I just delete the unused layouts (to avoid confusion shoudl someone else open the file while I am out of the office).
I also create the different size/orientation sheets/layouts I (and my co-workers) need in a template .. so that when I open a new file I have all the options I need.
When I use publish I select all the layouts then use the page setup pull down and pick the one I want and it is used for all.
If you use SSM it is even easier to specify one page setup for all drawings.
Something behind OP's question were
1) what if the drawing file was sent by other firm?
2) what if all individual sheet sizes are different?
