HVAC Zone Legend for multiple views

I'm working on a sheet with multiple floors shown together to show HVAC zoning.

The legend feature seems to only show the zones that are visible on a single sheet though, and I'm trying to create a legend that shows zone titles for all 3 floors in one list.

Any help would be much appreciated.

Legends can show 'All' or 'By View'.
Select the legend and then go to type properties.
