Looking for dynamic grid bubble block that can be rotated & jogged

I have found a grid bubble block somewhere on this forum that is close to what Im looking for, but not quite.


We;re working on a project with multiple rotated grids and we want an annotative block that can negotiate different scales. What I'm finding is that as soon as a grid bubble with a polar stretch action attached to its arm is stretched, the grid line itself becomes displaced at different scales. What I need is for the grid to remain fixed but the position & scale of the bubble itself and the text inside of it to change...

has anyone seen anything like this?
