I'm in 2004 but this is what I do.......
your viewport cannot be locked to do this........
from your layout tab, get into MODEL space
type DVIEW
hit enter (it will pick that viewport model space)
type TW for TWIST
type in your rotation angle
hit enter

They both come out to about the same amount of steps but I didn't really count.
