    how can we obtain the block automatically insert the attributes as shown in red

    Something must act on those entities.

    What Action (Constraint) do you have them tied to?

    The intention is that the attribute is approximately in the center, bottom and parallel to the bottom line is placed

    Yes, so whatever is moving that Line needs to move the Attrib as well.
    If there are no Actions to add the Attrib to then there is no similar manipulation of the Attrib.
    Either add the Attrib to an Action Selection set or, if you can, add Constraints to it.
