Title Block Insertion issues

Hi! My co-worker is trying to insert a 30x42 title block as an external reference into paper space. I am stumped. The sheet set up is correct, and the file she is inserting into looks scaled correctly, but when the Xref is inserted, it's very small, maybe 5x7 in paper space. Can you help me get this solved? I am sure it is kust a setting...Thank you!

Check the UNITS, especially INSUNITS, as there is definitely some scaling going on.
