Do a search on this forum on mice. You'll find an answer.
Check you have the most up to date driver for your mouse, this usually helps.

Open it up and remove the fur balls that are probably wrapped around the little wheels inside. I do this once or twice a year for the same reason.
what kind of mouse? brand, model, type...
It's a MS wireless mouse!
I have been reading that alot of people are using the intell.
What do you think of them?
I had one given to me... and ended up getting rid of it. You can download the latest version of Intellimouse... I think it's up to version 4.12 now. But I have grown to dislike Microsoft mice in general.

is it optical or does it have a ball?
Optical. And frankly, if the world weren't such a dusty organic place, laser mice just wouldn't make sense. Any surface that provides low friction also seems to be unable to provide good tracking to the laser mice... shiny surfaces don't work well with the laser's tracking, I guess.
