Anyone ever have a problem with Revit MEP 2011 being painfully slow? It takes about 15 seconds to do any command. The file is only 16 KB. I have never had this problem until recently. Any suggestions would be greatly appreciated

Apparently you've never used ver. 2008-2010.
All "joking" aside...
16K is twice the size of the default template size, so you shouldn't be experiencing that type of slowness.
I had this experience on 1 file. It turned out to be a imported SKP file in the arch model. When I turned off the linked workset, my 15 sec. commands turned into 1 sec. World of difference.
Does this happen on other users machines?
There can be many factors that play into performance speed when dealing with MEP.
Imported DWGs
Amount of groups
Amount of families and how THEY were made
Connection of systems
Errors and poor modeling in the linked files
CPU specifications. You should have at least HALF of your hard drive empty.
For us if we have the structural model turned on, it slows it down greatly, so we turn it off when we arnt setting equipment that requires coordination with Struct. Also, referenced DWGs can really slow down a model. It shouldnt but it does.
One thing you may want to try would be to create a new local file. RS2011 was decent speed IMHO if you had the hardware to run it. Every once in a while it would slow down. When it did, I just use the "create new local file" option which seemed to fix the issue.
The only other time I was having issues was with our license server. Since revit needs to ping the license server every time you enter a command or try to select an object along with accessing the central file to make sure you can move it, you need to make sure everything is pointed in the same direction. Just another thought.
Another culprit could be that "hardware acceleration" is ON. I know, it is a contradiction, isn't it? But, I just turned that option OFF, using te new 2013 version, and now I can work. Before that, Revit use to "think" too much before doing anything, painfully slow.
