Default LISP not grabbing annotative text size properly

I am having an issue with an old LISP routine. I am Attempting to convert it over so that is will use the annotation scale to set the size of the text but I cant seem to get it to show up at the right size. Id like it to show up at 3/32" in paper space on any annotation scale size. I have attached to offending routine. If anyone could help me it would be wonderful!
