Can you make a 'duplicate type' room tag that wraps text instead of making a separate new family? If so, how?

Yes you can. Just copy the Label change its "extents" (stretch out or pull in the blue dots at the end of the Label) and give each label it's own visibility parameter then create two different types within that one family.
