Default Adjustable Box to be placed on sheets

I have created a generic annotation family for a parametric box that can be placed onto sheets as a border for things like schedules, drafting views, legends, and general sheet text. I have not figured out how to make it stretch with grips (like viewport title lines), so I have to measure the size of item I'm trying to surround and then type in width/height parameters via the properties box. Does anybody know a way to make an adjustable rectangle? The attachment shows my title box family in Blue.TitleBoxFamilyInBlue.pdf

Big R > New > Title Block > select "New size.rft". Select the two dimensions in the template, and change them to "Width" and "Length" instance parameters. Then maybe you can copy paste stuff from the family that you are doing, into this one.
