Default CsvLayers.csv - How does it work?

So I found this great file that, in theory, will let me create layers in AutoCAD from an Excel file - CsvLayers.csv. The only problem is that I have no idea how to get the information into AutoCAD. Could somebody please tell me what the command is to "run" a .csv file in AutoCAD?

I think either you got it backwards or are missing some other pieces. That is probably a file someone created that is an export of the layers in the dwg file. You can't open a csv in acad. You could programatically read it and create the layers. You can also use it to create an acad table object.

I'd be inclined to agree with you given the difficulty I've found in finding instructions for this but I found multiple references online to this tool that claim it can be used to create layers in AutoCAD.

A .csv file contains data (the layer info? ) exported from (probably) Excel. It's not a program to create the data.
You could open it in Excel and re-export as a .txt file but I'm not sure how that will help you.
