Summary: Add an angle tolerance to clash detection rules to allow perpendicular (or near) clashes between elements to be ignored, e.g. Pipes passing through walls where builders works hasn't been modelled.

Description: In order to manage clash resolution many clash sets are needed to try and filter out spurious clashes, and even then clashes which be resolved by unmodelled builders work are overly time consuming to resolve.

Many clashes between elements (ducts through walls, pipes through floors etc) are flagged as clashes when in reality they aren't an issue that necessarily needs to be reolved in the model, and reviewing these clashes distracts from finding and reviewing the real ones.

We can't simply not clash check ducts against walls, because there duct runs parallel to walls which are clipping them etc.

An angle tolerance for line based elements would allow a large number of spurious clashes to be ignored.
