Default 2013 - what happened to specifying view scale before placing section/callout/elevation?

I just noticed when creating a new section, elevation, or callout, that the dropdown box below the ribbon for the view scale is not there. What am I missing? If I have a 1/16" plan and I want a 1/2" plan callout, I'd like to specify it before placing said callout instead of having to go in and change it after the fact... Dangit!

Your right, its gone. Wow. I wonder if it has to do with the new view template properties, that it takes a default view template settign?

Yes it is related to the change in view templates. The default template now sets the view scale for the view. It must be changed in the properties palette or view control bar after the view is placed if you do not want the default scale assigned.

Which makes no sense at all seeing as how the view I want to create has "View Template applied to new views" set as "None" and "New views are dependent on template" is grayed out. I don't see why if it's set to "None" that they can't make the view scale available in the Options bar.

I seem to remember an issue with the scale being able to be set from the option bar was overriding the scale set from a template (if the view had a default template). There was not a way to make the option bar scale setting sentitive to if a template was assigned to the view type or not. The scale can still be changed after the view is created (rather than before like in previous versions) if a template is not assigned to the view type.
