We have come across a bit of a "gray" area in the 2010 ADA Standards, which went into full effect for all new building projects in the United States as of March of this year.
Section 211 of the 2010 ADA Standards states that at least two drinking fountains must be provided, one to comply with 602.1 thru 6 (the "low" EDF), and one to comply with 602.7 (the "high" EDF). Those first sections of 602 reference heights, clear floor area, operable parts, etc. for the "low" drinking fountain. 602.7 only governs the spout height for a person who cannot bend over (i.e. “high” drinking fountain).
Could a sink in a 34” high countertop, like a 2-basin kitchen sink, be substituted for that high drinking fountain to comply with 602.7, if there is also a low EDF that complies with 602.1 thru 6?
1991 standards seemed a little more clear on this, whereas 2010 seems a bit more ambiguous.
Any ADA Standards and/or building code gurus here?
