I've understood that OP wanna only work in a subset area, still having the other data available all around.
If you perform a spatial query, and something lacks, you have to do it again wider.
Let's listen to the OP explanation...

Best way for me to achive the desired result of having a project area that removes all surplus data has been by the use of a location query - as per Jmurphy.
I just add SDE data with an "Add to map with query" drop down option.
Then create my query by using the "Locate on map" drop down menu
Selecting best query option.
Then select or create my project bdy.
Done - all data outside of bdy removed.

You can easily crop georeferenced imagery by boundary with the opensource Qgis, and the result will be georeferenced as well.
Since my glorious Map2006 doesn't support the FDO connection, I cannot answer about querying a WMS layer, so let's listen to Murph...
