Default Spot elevations showing height above level below

I have a 2nd floor plan, with default View Range settings. The view properties says Associated Level: 2nd Floor. However when I try to place spot elevations on various floor objects, it's giving me the distance above my 1st floor.

This is a new project file created from our current template. Spot elevation settings are set to Project (not shared).

    Any thoughts?
