    Depends on viewpoint -
    to a programmer it's a bug
    to marketing it's a feature (unexpected)
    to the user it's an issue -
    all when it was unintentional.

    When intentional -
    to a programmer it's following instructions
    to marketing it's a feature (expected)
    to the user it's even more of an issue.

    I've seen a couple of programs where the user wasn't able to do certain tasks, which were flogged as "security features" in the marketing literature.
