convert dgn to dwg

Using DGNIMPORT I have been able to convert a limited number of the Microstation/dgn files to dwg. But I get "This DGN file does not contain any models that can be imported into this drawing." on the majority of the files. Based on the file names and the message it appeared these were sheet based information. The file publisher, government entity that won't save as dwg from Microstation, confirmed that the files that will not open include all the notes, legends, sheets and titles. The files that will open are all plan type information roughly equal to what would reside in MODEL space. The files that won't open include sheet structure type information roughly equal to PAPER SPACE tabs.

best bet would be for uStn to do the conversion to dwg format. Hopefully you can get the provider of the files to provide them in a format you can use.
