Question license transfer with PLU - license type: standalone - locked

We are currently migrating from XP to Windows 7(don't ask why so lately). We still use 2009 versions (don't ask why). Activating old license in a new computer is always troublesome because Autodesk policies. When checking product information in autocad, it says License type: standalone - locked. Is this type of standalone license exportable to another computer with PLU? At the moment I don't have computer to export so I can't try it, but soon our new W7 machines will be arriwing. It would be nice to know should I hurry up delivery and installation of those computers and autocads, if we can't just export and import those licenses with PLU. Asking licenses from Autodesk will always take time and I don't want our peopple to just sit and wait for licenses to arrive. I tried to export AIS2009 with standalone - locked-license and PLU did not allow me to export it.

By design, it should work for you, but I personally had about a 50% success rate using the PLU. The License Transfer Utility that replaced it in 2010 is much more reliable.
