How do you change the scale of a plan callout?

When I create a plan callout the partial plan comes up with the scale locked and will not let me change it.

I even tried making a view template with different scale and applied it with out success.

Any help would be greatly appreciated.

If you are using 2013 then you can no longer apply a view scale as you create the callout view. Revit will automatically apply the next scale up the callout to the next scale in your list (i.e. create the callout in a 1:100 view and the callout will be at 1:50).
You'll need to go to the callout view to change the scale. If that call out view type has a view template automatically applied to it the sale will be grayed out and you'll need to remove the template or modify it.
