Best thing to do is find someone with Adobe Illustrator, and export a .dwg from the PDF.
I agree with Mike, but if it is a rasterized PDF, that won't work. Best bet at that point is to convert it to a jpg, import it to Revit and scale based on some known dimension.

If you can't follow Mike's suggestion, is there anyone on the clients side that you can ask for a CAD file? Well scaling a jpg will work to get a start on your project, you may find there is a ton of small items that need to be adjusted because the dimensions just to make sense.

Option 3 would be to place the pdf in a cad file, trace it in cad, remove pdf and link in cad file to revit and trace.
AutoDwg creates editable DWGs with not only the Vector type but also Raster type of PDF files, for example, the PDF files that plot with AutoCAD or derived from DWG files. Lines and arcs are removable or editable.
