Default AutoCAD Raster Design 2013 attempts to install every time

AutoCAD Raster Design 2013 attempts to install every time I start autocad or even run the add new plotter wizard. Has anyone experienced this and/or can you help me fix it. I'm fairly computer literate but not a pro by any means so please be patient. I have tried a repair, and and full reinstall. I am using Autodesk Infrastructure Design Suite Premium 2013. This is going on a brand new Dell Optiplex 9010 running Windows 7 x64. I have attached the popup I get but its pretty basic.

Default Re: AutoCAD Raster Design 2013 attempts to install every time

I've seen similar problems where the installation wasn't done properly (e.g. other software was running during the installation), or the installing user doesn't have rights to the Docs and Settings and/or registry for the secondary installer to make the required additions at the first run.
