Check the save as settings for the central model. By default it can be opening with all worksets off.
I believe I've already checked that, but I'll check it again.
Don't have a clue...either someone is turning them all off before they save or its just one of those unexplained things,...as I just had that issue yesterday and it happens quite often.

turning them off before a save won't affect other new local files... it has to be in the creating a central file save options... in there you can choose to show "last viewed", "all", "none" or "specify" on opening. If that's not it then you are in trouble my friend. Only way to check it is to do a "save as" then "options" check "make file a central file after saving" and re-do those setting s in that screen. Then just override the previous central file. Good luck.
