raster image in viewport moves when panning

Hi, I have been trying to figure out why a raster image (mr. Sid) in model space moves off of my line work when i pan in layout mode
I create a viewport in layout. i rotate the model space by the align space rotune in express tools and zoom to the scale i want (20scale). i'm using 2013 civil 3d. every time i pan in or out the raster miss aligns. is this a bug in 2013. it works fine in 2012!!!!! any help would be great it's driving me crazy!!!!!!

When you are in layout mode, what happens if you issue the command _PSPACE ?

Hi, I have used that and it dosen't seem to matter. the image still moves from the location of my line work. When i go back into model space the iimage and line work look correct, but when i go back to paperspace the image is moved????
