I am new to Civil 3d 2013 and have been unsuccessful in annotating existing polygons with degrees minutes second. The text always shows up as decimal degrees.

You will need to either select a label style that displays the bearing in your desired format, or create/edit one to do so.

Do you want all angles to report in degrees minutes second? If so, you can change the Angle setting in your Project Units on the Manage tab.
