    Default annotative scale snap distance ltscale?

    is there a way to manage the three variables simply by changing one of them?
    if my ltscale for 1/8" annotaive scale =36 and my snap distance = 3"
    and i change my annotative scale to 1/4" my ltscale should go to 18 and my snap distance to change to 1 1/2"
    is this possible?
    I am not familiar with programming

    Yes, it is possible through some form of automation through programming. It would most likely be through a reactor or event trigger.

    If you set PSLTSCALE = 1, you can set LTSCALE to the value you would use for 1'-0" = 1'-0" (1:1), which, in your case, appears to be 3/8 (0.375), AutoCAD will multiply that 0.375 by the scale factor of the selected scale when displaying linetypes on the Model tab. That would solve half of your issue. You would have to go with Opie's suggestionto get the snap distance to adjust.
