    Surface Properties Dialog Box, Definition Tab: Pin surface edit operations to start, end of sequence

    Summary: Terrain models often 'escape' their boundaries as you work on a model because later edits push the boundary definitions up from the bottom of the list. This requires the draftsman to manually move the boundaries to the bottom of the list.
    We should be able to 'pin' operations to the top and bottom of the list so they are always processed first or last.

    Description: Terrain models often 'escape' their boundaries as you work on a model because later edits push the boundary definitions up from the bottom of the list. This requires the draftsman to repeatedly move the 'add boundaries' operations to the bottom of the list manually.

    Likewise, due to the limited 'move' options for operations, it would be nice to pin all 'Import Point File' operations to the beginning of the list.
