layoff does freeze in viewport

In an active viewport if I select the LAYOFF command from the ribbon then click on an object, instead of simply turning off that layer it freezes that layer in the viewport. This is particularly frustrating if I attempt to turn off several layers to get them out of the way temporarily and there are already several layers frozen in that viewport. Turning the layers back on takes quite a bit of detective work. Is there a system variable that accidently got reset? Any other ideas?

Change your settings.

Start the LAYOFF command.
Type S for Settings and press Enter.
Type V for Viewports and press Enter.
Type O for Off (rather than Vpfreeze) and press Enter.
Continue on with the LAYOFF Command, or press Enter to exit the command.
