2013 Scale issue on DWG Import

Our project started using Navisworks 2014 on a new project. Too many subcontractors were not using it and were only obligated to use a minimum of 2013. We needed to revert our NWF files back to Manage 2013, esentially re-creating in 2013. We are having an issue with the Structural model. It is a 2012 Revit file that we export a DWG from and then ultimatley end up using the NWC as our coordination tool.

When I append this file into 2014 everything is fine, location, scale and rotation are all correct. When I Append the exact same file into 2013 the scale and location are off. It appears to be 1/12 the size which leads me to believe that there is a setting somewhere that is off between Feet and Inches. I have gone through both 2013 and 2014 and have the settings exactly the same and still have the issue.

Wanted to see if there was a place I wasn't looking for a setting or if I need to change something with how I am exporting because 2014 does something better then 2013 Manage.

When you pushed out the NWC was the file you were using in feet and inches or metric? I know I had a similar issue on a converted IFC model of structural steel. I converted the IFC in Revit and then pushed out a 3D dwg for my Acad guys and it was extremely small. I looked and realized the the Revit file was set to meters. I changed it to feet and inches and repushed it back out and all was good.
