Engineering Graphic Scale Block that annotates from Viewport scale

I would like to place an Engineering graphic scale block, (scales generally used 1"=10', 20', 30', 40', 50', 100', 200') where the block is annotated by the viewport scale. I don't care for the "out of the box" graphic scales from 'layout' on the 2014 C3D ribbon.
