Default Autocad 2014 : Layer management problem

recently this has started, when I open a drawing that had Xref's attached and I select and xref to change colors, linetype's etc., I get all layers a from other xref's and general layers that we use. I have searched in help and all thru the forums for something similar looking for answers. can not find anything. if anyone had any suggestions it would be appreciated.

Do you mean when you select the layer filter for the xref your layers aren't filtered on screen?

Click the wrench in the upper right corner of the layers pallete. Go down to Dialog Settings, and then make sure the box is check for "apply layer filter to layer toolbar".

I believe this is a broken part of 2014, as it didn't used to work that way.
