Switching Between Viewports in Paper space

I have a colleague who is having some issues switching between viewports in paper space. When he has two viewports in one paper space he will click on viewport #1 do his work and then double click off to the side to close the viewport. then when he tries to access viewport #2 by clicking on viewport #2 it opens viewport #1 and vice versa...I originally thought it was the SPACESWITCH system variable but that did not seem to do the trick, even though it was set to 0 when i checked it. I changed it to 1 and it is still doing what i have described above. Any thoughts? I am all out of ideas.

Are the viewports on top of each other? You can cycle between viewports with the CTRL+R shortcut.

No they are not on top of each other. The CTRL+R will have to work until we get this figured out.

How about if instead of double clicking out of the first viewport just click into the second viewport. Does that work.
