The Create Power Circuit button will only appear if the fixture has a power connector in the family. It's possible that the fixture you are using doesn't have a connector. It can also mean that it is already assigned to a circuit, if so then you should see a Edit Circuits tabs on the ribbon.

If you are using Revit 2012 or 2013 and you have also installed Revit 2014, there is a known issue regarding the Contextual tab not displaying correctly, and showing incorrect buttons. To test, select your Light Fixture and click the gray button with the arrow on the Ribbon (to the right of the tab names) to cycle through the Ribbon modes; make a full cycle and does the Power button appear now?
