Dimension: move text with leader

The project I am working on has a standard pulling the text of a small dimension (i.e. text bigger than dimension string) to the side and drawing an arc between the text and the dimension line. Now, I find it easier to use the "move text with leader" sub-command than to draw an arc. But, I only seem to be able to make straight line leaders. Is there a way to control this feature to use a spline or arc instead of straight lines? If so, how is that control established? Also, there appears to be a tolerance setting for when the leader line displays, and sometime I find I have to pull the text further away for the dimension string than is desired. Is there a variable I can change to affect that?

Arc leaders -- not a part of Acad dimensioning. Choice are to fix the standard to match what the software can do, or fake it by drawing the arc.

As for the second question, I think it's a factor or the arrowhead size defined in the dimstyle. Try doubling that value, and then halving it. and compare the results.
