I have developed a method, but it's kind of a PITA but it works. Here are the step I follow, but these can easily by modified or adjusted as needed.
1. Create a Family that consists of a small, very flat Extrusion, which will act as a "Shelf" to host a Spot Elevation. Ensure that this Family's visibility can be easily controlled, by assigning it to a Subcategory or by making appear on a specific, rarely-used Detail Level, or by assigning it to an unused Category, or some other means. This will allow the graphics for this element to be easily turned off/hidden in the Project.
2. Nest this Family into wall mounted devices/fixtures so that the top face of the "shelf" aligns with the desired mounting level of the device (usually center).
3. In the Project, modify the Spot Elevation Tag to remove the leader and symbol and set to Display Elevation: Actual.
4. Turn the "shelf" on by whatever means you have established when creating the Family (i.e. Subcategory, Detail Level). Place the Spot Elevation Tags upon the face of the "shelf".
5. Turn off the "shelf" when done so it doesn't print or display. The Spot Elevation remains on, follows the device, and reads the devices actual elevation.
Offset or Elevation has not been exposed for tagging or scheduling. We've created a Shared Mounting Height parameter that could be tagged, such as what happens many times with Receptacles not mounted at standard height. But yes, PITA and everybody has to make sure to use this param to specify offset and not the default Revit offset. or else mayhem. So constrain geometry to ref plane in family, draw and label dimension with said shared param, then create tag with same param. This way you can indicate mounting height with tag.
Why would you copy/monitor a device from the architect? Perhaps I'm not understanding exactly what type of device this is. I can understand people using copy/monitor for Lights and Plumbing Fixtures perhaps. We ourselves stopped using copy/monitor a while back anyway, because of more cons than pros and certain workflows.
Posting here and other posts that I have referenced over time to get ideas on how to tackle this problem the factory seems to not think is a problem. (Surprise!) a workaround that allows the spot elevation tool to work with face based families. Currently I prefer this method over the shared parameter method (do some searching, 2nd best option) b/c it doesn't require training users NOT to use the built-in elevation parameter.
