Default Parameters for Electrical Panel Schedules - calling them up

I have a template for many panel schedules that were created previously in other jobs. I am trying to make an 84 ckt panel schedule from modifying a 42 ckt panel schedule. I am adding rows, etc, but when I go to add a parameter in a blank cell, I cannot pick the Electrical Circuits parameter set, only Electrical Equipment... What am I overlooking? I go to project parameters, but I don't see Electrical Circuits in there.

Driving me crazy, any help would be appreciated. Thanks in advance.

Instead of creating a new template, set the template options so that the number of slots shown is based on the maximum number of 1-pole breakers in the panel instance.
