Parameter not available to Slab Edge category

In the following sample file there's two shared parameters and they are assigned to all categories.

For some reason 'DRT_DH_Options' is available to a slab edge, but the other parameter 'POP Options' is not available. Both parameters are applied similarly.

Anyone run across this before?
